Nun, da erwogen wird, den Vertrag des Europarats gegen
Cybercrime mit zu unterzeichnen, schaut sich die japanische
Rechtsanwaltskammer das Vertragswerk an.

According to Asahi Shinbun (Japanese one of major news paper)
on Nov.4th reported that Japan intends to ratify the Cybercrime
Treaty of CoE.
On the other hand, Japan Bar Association begins to examine about
the treaty. Some members of the examination group in JBA have
strong apprehensions about the Treaty. According to well informed
sources, Ministry of Justice wants not to amend domestic laws
because of avoiding public opinion against amendment of laws
although the Cybercrime Treaty is conflict with a lot of domestic
laws under the interpretation until now. This means that MoJ
shames to reinterpret related domestic laws in its favor.
Two critical articles of Cybercrime Treaty have been already
appeared in Japan as follows (sorry, in Japanese)
Yukio Yamasita, "Dangerous Character of Cybercrime Treaty which
Strengthen Global Electronic Surveillance," in Toshimaru Ogura ed,
Surveillance Society and Privacy, Impact Shuppankai, Tokyo, 2001.
Toshimaru Ogura,"Cybercrime Treaty and Globalization of Law
Enforcement," IMPACTION, no.125, 2001, Impact Shuppankai,
Tokyo, 2001." You can read this from following web.
